I am looking a good scale of vehicles in 28 mm scale...I think that the cheapest 1/72 will not look good with 28 mm miniatures. Any idea what can be used instead?

Try Bolt Action. They are great.

¿Civilian vehicles, or military vehicles?

Military Second World War . I was thinking about Bolt Action but they have a little bit high prices. I will check Tamyia 1:48...I have checked 1:48 models are even more expenssive than Bolt Action 

For civilian vehicules the best are lledo, machtbox or corgi in 1/43 scale. They are also very cheap, too.
